If you’re using iMovie, you import the video via the import menu, create the movie, then there should be an easy “share on Vimeo” option in one of the menus.

On Windows, you can create the movie on Movie Maker. Make a .wmv or .mp4 and Vimeo should be able to take the file.

What specifically are you having issues with?
