I want to replace the entire rod, not just the end.
How do you remove the locking plate? Is there a special tool?
I already removed the tie rod ends.

That sounds good, but I’m stuck with removing the "small locking plate" that holds the tie rod to the steering rack.
What can I use to bend that plate?
You can use old screwdriver and hammer to bent the locking plate (put a screwdriver on the plate and tap it (screwdriver) with the hammer to bend the plate. Once you have done that, turn the steering wheel so that plate is against rack, get a wrench in there and remove tie rod)

what Igor says will work. You can also just use the big pipe wrench on the tie rod and twist the plate off.

You can get a 32mm thin wrench for a bike store. its a headset wrench.
And yeh, just turn it and the washer will bend out of the way.

and then you can use it for mechanical fan if you still have it…
