removal... fuel filler neck flap

anyone done this w/o removing the neck assm from the car?

like to for our chump car.

I did a couple years ago. I disconnected the big rubber hose to the tank. Cut out the fuel pipe restrictor door with a hole saw. Washed the debris down the pipe, cleaned everything as best I could, then reconnected the rubber hose.
