Neither the supplied instructions or the safety solutions website or google images could tell me what the straps with rings on them hanging over my stomach are for. Are they arm restraint related or for holding my pants up or just bling. It also seams like it was made for 2 inch shoulder straps, which I’m pretty sure are not legal.

You put the lap harness end through those metal loops before you buckle them in.
The width of the harness belts should not matter if you have it setup right. Just because those flats are about 2in wide doesn’t mean it’s meant for 2in HANS style belts. That H&N restraint doesn’t not rely on the shoulder belts like a HANS.
