Based on the reply and the wording in the rules I as a tech official I would not write this one up. Not sure about other tech officials.
The rules say AC and all components can be removed. This would include the box. However in the past the box had to be kept because of the heater core.

As I say to the folks who ask me specific rules questions, which happens regularly, NASA enforces the rules. We just manage them.
However, I am glad to give my opinion regarding how I think a NASA Compliance Official will rule.
I doubt (I always leave myself an “out” just in-case I’m wrong) a fellow Spec E30 racer will protest him for this and if one does, I doubt that a NASA Official will make him put it back. It’s not a performance part so he is probably safe leaving it out.
At Spec E30, we don’t want the cars to look “chopped-up” so as long as the car looks good and makes weight, I doubt he’ll have a problem. Plus, I wouldn’t walk around the paddock announcing that I had left the box out and I would also keep in on the shelf. Worst case; an official notices it, marks it in the logbook, and the driver has to put it back before the next race weekend.
But again, I highly doubt that will happen.
There is a long running dispute on the issue of removing stuff from the interior. I contend that the CCR says that we can remove almost anything we want from the interior, with almost no limitation. Everyone else says we can only remove what is listed. So maybe it’s a really small dispute consisting of only me. Well, me and my HS English teacher.
The applicable CCR paragraph says “the interior, including …can be removed.” The English language does not allow folks to interpret that any way they want. The paragraph is unambiguous.
If I said “the 50 states, including OR & WA, intend to secede from the Union”, how would you interpret that?
If the author of that paragraph meant to say something else, fine. Then we should change what it says such that it represents what it’s supposed to say. Until then, remove anything you want and you are good with all native English speakers.
