Are the euro models allowed to participate? Is not very clear in the car list.

no, just ones built for North America.
I doubt that the euro models match the weight and HP ratings listed in App A either.

Is that all? Power and weight?
I thought they had more differences than that since the euro has 170hp, and same weight.
