15.6.21 head restraint question

in the CCR section 15.6.21 Head Restraint, it talks about the need for a 36 square inch padded head restraint to help prevent whiplash. What the heck are they talking about here? Is this satisfied by a high back race seat?

I think this is a carry-over from a time when some racing seat were low. I remember seeing a plate, on older cars, just behind the drivers head.

My car doesn’t have it and I’ve never had trouble in Tech.
